  • Kate called the meeting to order at 7:02 pm.
  • Communications Committee Update
    • Google Shared Drive security audit update
      • An update will be provided at the November, 2020 CLIA Board meeting.
    • For Sale Section in monthly e-newsletter
      • Liability waiver update
        • There was a discussion around needing a liability waiver in order to have a For Sale section in the monthly newsletter. After discussing the topic, a motion was made that we do not include a For Sale Section in the e-newsletter. This motion was unanimously approved.
      • Algae, Weeds & Aquatic Invasive Plants Committee Update
        • Reviewed results from meetings with the City of Burnsville that occurred on Monday, October 5 and Wednesday, October 7. The outlet pipes on Crystal Lake will be expanded to reduce the duration of no wake times. This will occur on Crystal Lake in the Fall of 2021. There will be no assessments to homeowners for this project. Details on this project will be included in the next CLIA newsletter.         • Discussed a Star Tribune Long Lake (37 acres) article that talked about draining Long Lake in Apple Valley to kill curly leaf pondweed. This led to a discussion about curly leaf pondweed on Crystal Lake.
          • Curly leaf pondweed is targeted by weed harvesting on Crystal Lake.
          • Curly leaf pondweed crowds out other native plants & emits phosphorus that feeds algae growth when it dies out around July.
        • Fish & Aquatic Invasive Animals Committee Update
          • The September zebra mussel inspection resulted in no signs of Zebra Mussels in the lake.
          • Crystal Lake does have Chinese Mystery Snails, but the DNR is not concerned, so no action will be taken at this time.
          • An update on Gill Net Testing will be provided at the November, 2020 CLIA Board Meeting.

          • Social Committee Update
            • September Clean Up Event Recap
              • Clean up event went well since most of the park was in good condition, except for Piknik Island, which was littered with beer bottles.
            • Member Directory
              • Board members will continue to try and update contact information for members in their ward. The cut off date for getting more information for the Member Directory is Tuesday, October 13.
              • Reviewed and discussed options for the proposed Member Directory cover.
            • Governance & External Relations Committee Update
              • Secretary’s Report
                • Reviewed meeting minutes from the previous meeting. Motion was made to approve, which was unanimously approved.
                • Discussed the need to renew our Minnesota Secretary of State registration. The secretary will complete the renewal prior to the November, 2020 CLIA Board Meeting.
              • Treasurer’s Report
                • 31 Weed Rebate checks have been processed. There is a November 1 deadline for additional members to receive their rebates.
                • Reviewed Treasurer’s Report. Motion was made to approve, which was unanimously approved.
              • Governance and External Relations Committee Meeting Update
                • Reviewed the CLIA Board Insurance Policy.
                • Reviewed Board Member Duties. Asked all board members to review and update the duties document by the November, 2020 CLIA Board Meeting.
              • Ward Updates & Member Feedback
                • Reviewed discussions from a meeting with Darryl Jacobson from the Burnsville City Council.
              • Lake boat traffic was much higher this boating season.
                • Parking on the frontage road is not an issue since there are no signs indicating that boaters cannot park their trailers on the frontage road.
                • Discussed whether or not No Wake Violations & Unsafe Boating & Boating violations should be reduced from a misdemeanor to a petty misdemeanor. Motion was made to keep these violations a misdemeanor, which was unanimously approved.
              • Goose Management
                • The City of Burnsville has a Goose Management Program that includes Egg Addling (sterilization).
                  • Some nests are left in tack and some are sterilized. They can’t eliminate all of them.
                  • Report your goose problem issues to the Goose Management Program.
                  • Homeowner suggestions:
                    • Add Vegetation between the water and your lawn
                    • Flight Control (flightcontrol.com)
                    • Dogs
