CLIA Meeting Notes

Present at meeting: Kyle Bahr, Chris Peterson, Katheryn Wells, Greg Cardinal, Dave Smith, Jon Vinovich, and Rob Lambert

Call to order: 7:03pm.  Motion by Kyle Bahr

Review of last meetings minutes: 

Last meetings minutes we’re lost due to technical error.  Secretary will present at next meeting.

Committee Updates:

Treasurer report:  Additional rebate submissions for weed treatment have been received.  Receipt of dues is required to be eligible for the rebate. Discussion about accepting annual dues via credit card on the CLIA website. Motion to accept by Kyle Bahr, Second by Chris Peterson.  Approved.

Communications:  Discussed setting annual reoccurring schedule for annual events (Spring Cleanup, Fourth of July activities, Fall picnic, and annual meeting).  Update on survey of building/zoning change proposal on north end of lake near Methodist church. Burnsville Zoning and Planning will meet October 8th to discuss possible zoning change required for development.  

Motion: Considering the CLIA By-Laws, the proposed rezoning of the land adjacent to the Methodist church on the north end of Crystal Lake is within the scope of the CLIA for which the CLIA reserves the right to advocate for or against the project on behand of its members. Made by Chris Peterson, Second by Jon Vinovich.  Yea: 7 Nay: 0 Motion approved. 

Extensive discussion by board on impact of project.  

Motion:  Considering the potential resulting negative impact from a mixed-use development on land adjacent to the Methodist church on the northwest end of Crystal Lake, and based on results from an emailed survey and communication from lake residents, the CLIA  is against changes to current zoning of low density residential for the property. Motion by: Rob Lambert, Second by Kyle Bahr.

Yea: 7 Ney: 0  Motion approved

Within the next two days an email as well as a physical flyer shall be distributed to lake residents outlining the CLIA boards concerns with the proposed zoning change to the land adjacent to the Methodist Church on the northwest end of Crystal Lake.  Topics to include: Water quality impact, increased noise and foot traffic in the park, visual impact of height of building, impact on Sea Plane navigation, destruction of natural and animal habitat, park land disruption due to utilities instillation. Flyer will be sent to board for review prior to distribution.  

October 8th – Planning commission (Address)

October 16th – City Council meeting 

Algae and Weed Management:  Discussed Starry Stonewort treatment at Lake Koronis.  Efforts have not yet been successful to eradicate the Starry Stonewort invasive weed.  Expenditures by Lake Koronis Lake Association are so far more than $500,000.
