100 Unit Apartment Building proposed near Crystal Lake

A proposal has been submitted to the Burnsville City Council to change the land use zoning of the property at 15309 Maple Island Rd.  If approved, the current low-density residential-only zone would change to mixed-use. Mixed-use zoning would allow additional uses on that property including residential, commercial, cultural, institutional, and entertainment.  

BASED ON CONCERNS OF CLIA MEMBERS AND OTHER HOMEOWNERS, AND THE POTENTIAL NEGATIVE IMPACTS OF DEVELOPMENT ON CRYSTAL LAKE, THE CLIA BOARD PLANS TO OPPOSE THE PROPOSED ZONING CHANGES.

The current land owners (Grace United Methodist Church) of 15309 Maple Island Rd have an agreement to sell a portion of the property (approximately 3 acres) to a real estate developer, with preliminary plans to build a four story, 100 unit rental apartment complex on the site. (currently non-age restrictive)

The CLIA is concerned about potential negative impacts, including:
  • Water quality impact from impervious surface runoff
  • Increased noise and foot traffic in the parks and surrounding area
  • Visual and site-line impact from the height of the building
  • Park land disruption due to utilities installation
  • Destruction of historical natural land and animal habitat
  • Increased population density and street traffic
  • Potential for additional mixed-use construction in the future
  • Rental Units Vs Property Ownership

A public Planning Commission hearing will be held October 8th at 6:30pm at the Burnsville City Hall.  This hearing is open to the public and will provide residents an opportunity to learn more and voice their position on the proposed zoning change.  You are strongly encouraged to attend the hearing and voice your opinions about this proposal.

The Planning Commission will make a recommendation to the City Council on the proposed zoning change and a vote will be held by the City Council on October 16th at 5:30pm at the Burnsville City Hall.
