Meeting called to order by Greg Cardinal at 7:04pm

Lake Management

Lake Management representative Mike O’Connell was in attendance to discuss the Algae treatments that were completed to Crystal Lake on behalf of the CLIA.

Overview

The overall process of Lake Management’s treatments were discussed in order for the board members to understand how Lake Management schedules and completes treatments on the lake.

Missed Areas

Concerns about missed treatment areas was raised by Greg Cardinal and Lake Management informed the board that additional/follow up treatments to cover missed areas would be included to ensure proper service.

Follow up treatments are also available for homeowners that have purchased weed treatments for their own shorelines.

Treatment Timing

24hr to 48hrs out once treatment has been requested
Usually all based on when permits are collected, processed and approved.

Permit Collection (during annual dues mailings)

Typically signed permits are required to be provided to Lake Management by March 15th

(ideally March 1st)

It was discussed to send permit requests in the fall the year before

Previous Minutes Review

August meeting minutes were reviewed and no changes were requested.

Kyle Bahr made a motion to approve the previous meeting minutes.  Dave Smith seconded the motion. Motion carried.

Finance Report

Payment was made for the CLIA provided Algae Treatment.

Keith Kaestener made a motion to approve the Treasurer’s Report.  John Currie seconded the motion. Motion carried.

Electronic File Archives

In progress.

It was decided that the membership directory data should be managed by the Treasurer since they manage all incoming dues for memberships.

Fall Potluck Picnic

The annual fall potluck will be September 22nd 4pm-6pm. An email notification will be sent by the communications committee asap about the invitation.

Burnsville city mayor Elizabeth Kautz will be there to discuss Burnsville involvement in Crystal Lake.

Algae & Weed Update

A resources list was started by Kate Wells to provide vendor information for homeowners that are looking for local companies that offer lake services.  This document will be posted to the CLIA website and updated as-needed moving forward.

(1) Lake Management presentation questions

  • 28 acres treated of filamentous algae on Aug 19 exclusively in Mystic Bay or other location(s)?
  • Lakewide algae treatments may include treatment sites within 150 of shoreline or limited to 150+ feet from shoreline (provided 51% of lake residents return signed permits)? 
  • CLIA to publicly notify all members (e.g. 2020 annual meeting mailer and 2020 annual meeting slide), provide opt out opportunity, and develop EWM treatment plan based on 2020 City of Burnsville’s weed study? EWM DNR permit obtained by Lake Management or CLIA?
  • Ideal EWM study timing (and discuss with City of Burnsville):
    • Mid-May to capture both curly leaf pondweed (CLP) and EWM?
      • CLP backward growth cycle
        • Spouts fall
        • Tempers under ice
        • Sky rockets upon melt
        • Dies off around 4th of July
    • Mid-June when EWM more mature?

(2) Zebra mussels

  • 2nd 2019 inspection of devices planned for this month
    • To encourage higher inspection participation (3 of 5 known detectors inspected in July), notification email from A&WM Committee planned
  • Input before households and volunteer inspector, Mike Hughes, are contacted?

(3) Lake Management presentation recap

  • Invite to speak at Sept 22 potlock?
    • If so, Kate to invite & cc Colleen
  • Invite to speak at spring 2020 annual meeting?
    • If so, identify 3 potential dates for meeting to coordinate with other parties (e.g. City of Burnsville, anyone else?)
  • Other comments?

(4) August algae treatment results

  • 2019 filamentous algae invoice total: $5,267.80
    • July 16: $2,731.80 (31.4 acres @ $87/acre)
    • August 19: $2,436 (28 acres @ $87/acre)
    • $100 DNR permit
    • August treatment around $240 above estimate (keep in mind for future vendor evaluations)
  • Additional info and future considerations
    • Due to multiple 2019 algae and other inquiries by non-members, discuss whether a dues reminder email blast is worth sending in 2020 to those households whose dues haven’t been received
    • 4th of July lake condition is a priority for members
    • Treatment results are a good reminder to evaluate our vendor relationships on an going basis
    • According to Lake Management, after algaecides have been applied the water can be swam, boated, and fished in.  However, to be more effective and infiltrate the water column water movement is discouraged for 1 hour following application.
      • Reminder to refrain from making any bold statements on what’s “safe” or otherwise implying any “guarantees”.
      • Try to schedule treatments early in the week when boat traffic may be lower

(5) Dakota County Aquatic Invasive Species (AIS) Roundtable Meeting

  • Fri, Sept 6 @ 1-4pm 
    • Dakota County Western Service Center (Apple Valley)
  • Expected topics
    • Development of new AIS plan 2020-2024
    • AIS grant
      • Highlighted projects from other county AIS programs
      • Application writing tips
    • AIS monitoring and early detection tips

(6) Eurasian water milfoil (EWM) treatment plan updates

  • 2019 explanation blog post to be drafted
  • 2019 grant explanation to Dakota County
  • 2020 plan to be developed over fall and winter
    • Input to be sought from Lake Management, City of Burnsville, DNR, and Mike Hughes (former committee member)

Fish Management

Per a previous CLIA decision, Crystal Lake will be stocked with walleye again for the second time.
